But in order for them to have development they need setbacks

So all we ever get is Doctor’s strategies failing or sucking in order to have a story

you send an op on dispatch and it gets promoted to e2 when u enter the next floor but unusable until then. also clears any rejections on them. if u decide to not take the opportunity then u can just pass it by and get 3 hope instaed

the stage itself is trivialized if u have 1 vanguard and good lane holder to spawn camp

but it doesnt change the fact that on emergency + hardmode relic make the enemy deal way more dmg to the civ while civ stats are as paper as before
