Roy Mustang

Possesses a straightforward kit for an attacker, can help in building up Singed stacks, has dispels on every red skill press, and it helps that after getting his S3 off, has spammable skills. Unfortunately it does mean that he is insanely clicky to be of any use in a game where you are rewarded for playing faster. Staying true to his abilities in FMA he also self-inflicts Can't Act and resets passive stacks if he gets hit with water.

Entry-level FA unit, outside of on-ele you will need some ways to deal with getting hit by water, like having access to other sources of Wind Switch (e.g. Higurashi)

Olivier Mira Armstrong

Enmity-based unit, Olivier's kit is essentially "unlocked" the moment you are able to get her to critical levels of HP as they come with bonus effects while she is in the red. In an ele where teamwide crit is a rarity she is also one of the very few units that provide this, potentially relaxing grid slots for better pieces instead. While she's in the red she can also reduce her cooldowns every turn and perform an autonuke, reducing the downtime on her S3. When used in the red, her S1 provides additional offensive buffs to go with her 1t GTA and her S3 gives the rest of her team Double Strike.

Strong unit, could see potential usage in auto-centric Water HL teams, including in Versusia. Definitely good to have.

Alex Louis Armstrong (Summon)

Straightforward summon, can work hand in hand with Olivier herself as well due to the call also cutting HP. Call does a good amount of summon damage and gives a 10k shield and 35% echo for that turn. Also possesses a sub-aura that provides 3t Jammed buff on battle start and dispel cancel. Good to have around as well.

For the latter two, they bring a style of play to Water that isn't possible elsewhere. It's not necessarily meta right now due to anti-synergy with Tetragod and Hraesvelgr, but it's unique enough that it will certainly pop up in some scenarios, especially when Olivier gives like, 4 turns of immunity while in the red and does a lot of things possible to keep the team alive in the red.

Conclusion
Good unit and good summon and both of them can be used together at that too. If you are already deeply invested in Water, I recommend securing these pieces as well as we will not know when they will bring them back for a rerun.

Cygames has already set a precedent with HxH before and seem to want to continue going down this path, these things currently have no substitutes and will permanently kneecap you in various contents should you miss them.

These next few months will be particularly brutal: you have this to start off, then a Fire Grand leading up to Fire GW any time now, into Formal banners which, as already stated by Cygames won't have off-season reruns, into Summer then Bleach collab in the middle of summer as well. If you are in a decently healthy state with pulls and enjoy playing Water at the highest level, then you should probably invest; otherwise, holding would be in your best interests as well.
