When you get the new outfit for the MC, they clear the party of everyone but him/her, and you aren't allowed to add party members until after the first set of cutscenes. It's not a bug, it's a narrative device. However, after that, before you go on the ship for the fight OP is talking about, you have access to add party members, BUT it doesn't tell you that you can. So it's easy to think that you still can't add them and continue under the pretense that it's intended to be done solo.

The content of the curio is set when you get them, and yes, it depends on the quest, no save scumming possible and you can open it anytime it won't change anything. Be careful tho because some of the sigils you can get from it are important.
