The first Arbitrator build I had in mind for this class and my god it is absurdly strong, this powercreep is insane.
You've got insane stagger, toughness regen and damage output and shock mines with this build, able to kill all elites in 2-3 melee hits and stagger anything that survives (except monsters). And it performs great on Havoc.
Tips for this build:
- You can generate toughness for free by simply spending stamina, this means sprinting, blocking and pushing
- Forceful generates stacks on any stagger you deal, this includes Break The Line and even the shock mines which will bring you back up to full stacks immediately granting you all you great bonuses and stun immunity
- Melee weakspot hits with the Concussive talent will proc all your stagger talents even if the enemy does not flinch, it's very very strong so always aim for the head
- The Crusher's push attack is insanely strong on this build, it's your best anti-armour attack. Doing push-attack -> light attack can kill a mauler in 2 hits and in less than a second
