Hi there. Today I downloaded the newest developer build of Stockfish and found that in the engine settings in Cutechess there werent just the normal threads, hash, elo..... but also some options named a1 a2 a3 a4 a5 b1 b2 ....... What are these?

You downloaded a version intended to be used for tuning instead of one you would usually use. Also most tests fail fishtest, so a random fishtest build is likely worse than dev.

It has stuff that the real latest dev builds don’t have

yeah but the NNUE was the one of the dev build and also i just wanted to know what these options do. Is there a list of the options and there corresponding effects?

They are some (usually) internal values in SF that were exposed for the purpose of tuning. You can try looking at the code diff of whatever tune you got it from to try to understand what was exposed.
