it's a bug that has been around since chronicle came out. You have to select a different ghost then back to spirit if that's your choice

If the latter, those progress bars are notorious for not updating between every game, though progress is being tracked. Getting Spirit leaving it at default could be a separate issue, but could also be the other thing.

It's the game not recognizing that spirit is selected if you just leave it circled by default. In the debriefing, even if the ghost is a Spirit, the game acts like you got the wrong ghost type

The ghost can move them, but not in a weeping angel style, they just reposition them once as an interaction
I think the weeping-angel description comes from the fact that most people aren't looking when it happens and they are frozen again by the time they hear it

They're not actual "jumpscares" as in a spooky face just pops up in front of you or something. But it is possible for a ghost to appear and be spooky for a bit and you can happen to be near it
