That's a straight up lie lol; lower difficulty means more activity.

BUT, other than the difficulty directly affecting activity:

in higher difficulties, ur sanity does drop faster, which leads to more activities

other than that, there's a modifier that ghosts spawn in with that also determines how active they'll be for that run specifically, so that has an impact

and ig also the ghost itself; there're 4 ghosts (correct me if I'm wrong) that show just different activity specifically because of their type, either passively or actively

I have no clue if it can change rooms or not while you're in the house, but if you've crossed off 20 ghosts then you've likely spent enough time in the house anyway for it to change ghost rooms if it was able to honestly. But I'm also taking a random guess on super limited info too
