As it was with Garrogat magic shop we have the same bug in Icenhaal.

I have many vials in my BP but NPC doesn't want to buy any.

Might sound stupid.. but try type to him? Hi > sell vial > yes

I know you should be able to sell these via interface, but try the typing option instead

Good sugestion, I will try this next time, cuz this time I just sold them in another shop.

But I hope it will be fixed in every city, I like using shop interface. ^^
