Since the Dynahall boat traveling is based on a quest and you've already enabled boat traveling on free accounts areas, then I believe free accounts which got the quest permission to travel between Dynahall and Eschen lighthouse to be able to travel. Similarly there's the little boat of Dwarves in the area of Mines to near Eschen. That should be enabled too.
