in neutral you wanna press gun to break the movement of the enemy plus deal a bit of damage

so you have a few way of doing this

the main way is landing gun can also be a b reverse gun or a wavebounce

you can also gun from the ground to threaten a gunjump if he approaches

Gunwheel offstage is e.g. in 99% of the cases really bad, a simple B-Air would do the job much better.

you want to use it so your enemy approaches you and then you punish them for doing so and get the real damage in advantage

you dont want to camp for the sake of camping
