I was able to complete the 50 Citizen thing during the event island Cry Of Dreams was active. However ever since the island has REFUSED to despawn. It’s been almost an entire month. Short of clearing the island. Why won’t it go away?

Yeah... I feel stupid. I was getting concerned because I play on and off. But cry of dreams was there since Easter. I was genuinely worried.
Plus the last two dolls was hell to find. It usually ends up that way.

Yeah the game uses in game hours so playing on and off things can make it seem like they never change. If yoy don't have access to Island Dispersal at the Administrators Tower try breaking a doll on the island you dislike, that'll start this timer but don't touch any other dolls.

I don't have access to an administrator tower yet. That's like what. Level 2 townhall? Ihalf my issue was needing a new island for new materials to get the metals to shove into town hall.

In that case, break a few dolls and wait. Most timers are roughly 30-minutes.
Each time you pick up a doll the timer is extended.

Assuming you are not blowing up dolls, I'd say no. It is all about the islands timer and how player interacts with dolls.
