Game version: 1.16.10
OS: Win

Steps to reproduce:

Place a Dispatch Office on the map near a border station.

Wrong behaviour:

DO will 'snap' to nearest non-border station, even if it was previously set to a border station.
If a DO had been previously assigned to a border, it will forget that configuration and 'snap' to the nearest non-border station.

Expected behaviour:
DOs can now 'snap' to any station. (QoL fix)

This is deliberate as having Reg train's intermission in a border station is quite complicated for new players to handle. But we will reconsider this as the inconsistency now stands out with the Freights

Remove the inconsistency that Dispatcher Office does not auto-connect to border stations but can be re-assigned there
Fix the Reg contract generator to generate sound Reg contracts even in this situation

Thanks Miso; I figured there was some reasoning behind it - might suit a certain level of throughput to say 'now that you can handle x/trains an hr, DO can now be assigned to border stations.

But then again, come lategame one-off trains are an inconsistent means of throughput. Oh balancing, the beloved bane~

UPDATE: Dispatch Office not ignoring border stations when being built. Regional contracts generation updated to force owning station as the first or last station if being a border station.
