I have mained Oz for only about a week so I may not be very qualified to give advice, but I can tell you that CDR is not important to get, since you can cycle Angkor skills to reduce your CD. Personally I have points in mp discount, max mp, and in ASD for cp inflation.

For which content? Do you want to act like a dps or rather supportive cast?
Already stating the obvious, but going for max mp and mpr at low erp for dps isn't a good Idea

I would like to try both roles to be honest ^_^, mostly for berthe , rosso and pve clearing as well.

Do you have multiple ERP pages?
Generally for raids you should have the following priorities:
- ASD
- Adapt
- Polarize
- CDR
- Boss damage
- Anything with MP
Depending on class and how it is played you can swap 3 with 4, but that depends on how the rotation and flow of it is. As support you don't need CDR at all as OZ, but considering you want to do both I think the above mentioned priority is the best. Mind you you should also get to ERP 300 to really have a difference in terms of those stats.
