fair point, though, the case of equalizing equipment can fix that bit by bit
say, you got somewhat of a equal playing ground gear-wise, you see some chars get the rotten ends of balances via similar equipment, or is too gifted? you balance it out (PVP-WISE) based on those stats
on the bright side, you don't have somewhat of a skewed view due to how most are rocking PVE or raid weps of different varaities ( either based on dmg, Cost, investment or etc.)
even if higher rank folks( and even some in S) are using SoAs and VoS's with the entry S's using FoJ
and imo, if i could turn a PVE wep into a PVP wep without the sunken costs creeping up on me for the sake of experimentation? I'd be tempted. but dang. those costs just build up say for example:
Mystics: if you want to try a differnt build
Shards: if you sought to try a differnt set instead of the usual Wind/Water
Enhancements: IF you aren't at +10 or up. though this is somewhat "cheaper" than usual due to revamp? (i need some more proof ngl)

you cannot balance gear, sure, but having Gear be equal for everyone also makes balancing easier to look at

so you go, this class is bad with void? let's buff them, this one is too strong with void? let's nerf them.
MN would be a great example, with void she's awful, but with a better gear she becomes a decent class
if you revoke VoS/SoA from her and force her to Void, she becomes god awful
then okay, let's revolve her following balance patches around this change, until she can excel just fine with Void, and don't have to worry about these changes suddenly making her a beast with SoA/VoS because those weps would not be an option anymore on this field

cuz with KoG not putting mind about PvP scene, then whether you want them to:
balance classes first
balance gear first
or add/force everyone to equal gear then revolve everyone around that

to add on to this i dont think skill stacking/mp cost reduction should be a thing as people could be playing a whole different pvp depending on mp cost

hypothetically imo 200 mana skills should only at max hp damage 1/4 your hp bar 300 mana skills at max should only take 1/2 and 100 mana moves about 1/8 looking at you DaB with wind blasting
oh yeah and in order to even deal 10k and above command damage you have to use a resource kinda like adds dp commands that you can only get back via hitting or being hit
