Every IB event could be the perfect occasion for f2p players to finally get a set but instead it's useless because it's literally impossible to reach enough materials to get any piece.
IB sets have very high prices and there aren't other ways to get them exept buying from cashing players so allowing f2p to get them at least in events is the bare minimum.
Obviously the idea is not to just give a set for free but to give it after doing tasks

KoG should make it possible to craft any piece with the seasonal material/item and increase the chances to get the avatar pieces...

Will your suggestion be time gated or dependent on the player accomplishing some series of tasks?
Will it be a temporary wear or a permanent?
Please also note that a random free IB has been gifted to all players every year at Anniversary Celebration.

Also yeah, they give one free IB but it's once per year, one per account, not banksherable and if you miss the time frame bye bye.
The IB events could be much better for this purpose at least for the fact that they can be done more than once per year and have bigger time frame.
