I don't think the PS4 hold the game as much, it's only a simple particle emitter.
It'd definitly doable, that kind of thing was done on PS2

That's surprising, maybe unreal engine is very badly optimized for FXs on consoles

you could easily get steam affects to run on console very little memory usage, Lenore was talking about exhaust fumes and how they are not optimised for consoles or didn't have time, so they are on the back-burner.
