Im making a server for me and some friends, i have a pretty beefy pc and like alot of mods, i kinda need things like create, mekanism, ae2, preferably mystical agriculture (would have to be forge then obviously but can skip this if fabric would be better). My friends pcs are a little less advanced and such im trying to find a well optimized pack that satysfies alot of my needs but still like at least medium heavy to run becuase they need to be able to play. one friend is using a lenovo laptop and it runs vanilla on like 100 fps with 12 render distance no optifine or anything downloaded. Ive tried a couple mods, preferably id like to use all the mods 9 or 10 but they are a little heavy for his laptop :/ any ideas? :D sorry for paragraph lol

last option is making my own modpack with a base modpack but its always something not working when doing that so, if there is a good fit id be very happy :)

Not a modpack but if you want to look for exploration and quests these mods might be something for you:
"L_Ender's Cataclysm" (haven't played that much, but adds a lot of exploration stuff),
"Alex's Caves" (Adds many new caves that you can get with a map, it will be worth the journy) and
"Bountiful" (Adds lots of early-game missions for you at villages, would recommend "Village Spawnpoint" if u wanna play it with Bountiful)

Chipped is good for all round decorating. Try adding biomes o plenty [if you don't mind the extra biomes] that has a bunch more foliage and decor options and some shader packs make foliage look MUCH better from the vanilla game too

The list intentionally ambiguous. There is no way to figure out what specifically causes your FPS issues, if there actually are any. Low FPS could simply be a result of the mods chosen in which you would need to trial & error out which are affecting it.

Sure it might look weird but it would be quite efficient if I were to build skyscrapers, especially if they went underground. I can't always tell if I am immediately under the star if I mine a room underneath it.

Yes, and then I'll encounter it the moment that I mine my way through to the Y-coordinates shall we say.
But if I am in the wrong X-coordinates then I'll eventually mine right past it either left/right of it.

you are given your coords and the waypoints coords, you can check those. you can also edit the waypoints y to be on your level so the star shows in front of you

I suspect what would be more useful here would be the star to follow your y position
