Some version is less or more stable because of Minecraft's base optimizations/code and mods specific knowledge in this version. Actually the 3 top more stable version are in the order: 1.12.2, 1.16.5, 1.18.2. Note that 1.18.2 is not that stable yet because Minecraft's base optimizations get worst every version (basically old versions is more performant in some ways) and the fact that is still new..

Because if it's just something you're looking for, you don't need a mod.
If you were to combine the classic Skyblock with a huge void perimeter inside a normal overworld, that would effectively serve the same purpose..
You could also do the same thing by setting the world to be all ocean biome, load a large perimeter around a starting island, then port that dimension into a save with normal overworld generation; it will merge the ocean you've generated with new overworld chunks far away, which could be your challenge.
