Certain versions of Forge do not work with M1 mac, between 1.13 and 1.16.5 iirc, due to Apple removing support for some methods used by Forge. Afaik this can only be fixed by Apple and likely will not be.

I can recreate the issue by making a new profile, downloading mods at random, and waiting. I left the app run for hours off and on over the last few days and non of the mods are showing the update download button. I have it set to check for updates every 15min.

Minecraft now uses Java version 17. If you are using a default setup, the Launcher will download and install the correct version.
