I just came in here to ask about the same issue. A separate server for the BBL modpacks is having multiple people with this issue with multiple files. I've found it's an issue with file integrity checks because I had them throw in a a SHA1 checksum file in the same directory and it fixed.

i figured it out for anyone who is wondering, so SSL mean Secure Sockets Layer witch is a protocol for the wifi that encrypts sensitive data so to bypass this for some people you would have to go and turn on a vpn and then after you have the vpn on you want to go and repair the curseforge launcher then you can go and install your mod pack

getting occasional block lag its gotten me killed multiple times

Server WITHOUT Mods, starts fine... as soon as I add any single one of my mods, it doesn't start.

You will need to make a change to the new files contents, can be something small as it just needs to change the hash value of the file itself.

When you delete something from the internet it is never 100% fully gone do to how databases work.

Easier to just make a small change and upload a brand new file, then it is to completely eradicate the files traces from the database imo

Updated on 06/06 for 5.5 engine - server is joinable with various small free mods.
Attempted to join with Nemesis, server proceeds to force an install which will go to 100% back down to 71% and hang. 5 minutes later the server will say failed to join
