For a mod to show up in the app:
- Projects MUST have a file marked as RELEASE
or BETA 
- Projects MUST be APPROVED
- Projects MUST have a file marked for the GAME VERSION SELECTED/LOADED
- Projects CAN'T be EXPERIMENTAL
- Projects CAN'T be ABANDONED
Files can take a while to show up in the app. If your files still have not shown up either your project is new and you have yet to mark a file as Release/Beta or there is issues with the sync system making it slow.

resource packs have to be compatible with the MC version for one. if they don't show up it is something to ask the author about - CF did not make it
