• Does the system have enough ram
• Is the correct amount of RAM allocated without going over excessively

• Mods used
• Shaders
• View distance too high
• CPU core speed too low

The list intentionally ambiguous. There is no way to figure out what specifically causes your FPS issues, if there actually are any. Low FPS could simply be a result of the mods chosen in which you would need to trial & error out which are affecting it.

This is actually very normal, windows doesn’t know what to do with that much ram so it uses it, if you open a game it will sort it out
