you can kinda make your own. but I would use universlator. makes server setup quick then you can remove most if not all the client side mods from the server

If its a pre-made pack and not a custom pack, you could run into weird issues.

Yes.
Configs, default configs, and world folders can all be safely deleted and redone/ they dont affect the settings you did in the universalator.
Mods as well, but would need to do a rescan for client mods.

MMD (Minecraft Mod Development) and MDC (Mod Dev Cafe) are both discords you can find online that have requests channels for those sorts of things.
You do need to watch out for the license when you ask for a mod to be ported though, as licenses like ARR (All Rights Reserved) dont allow reusing the code so would need to be entirely recreated which is a lot more work. If its porting across the 1.12.2-1.13 or 1.7.10-1.8 version border then the mod would need a rewrite too

You aren't removing them
You are removing them and readding them so that they get exported correctly
The problem is they are getting put in the overrides folder of the zip, not the manifest where they belong. This usually happens because the files are not recognized when exporting. So removing and readding them and checking they aren't in the overrides folder will make sure it's exported correctly
The overrides is where files go that aren't on cf. Your resource packs are on cf. Thus rejection

The mod that is preventing you used the furnace is called "Lit it up" you have to used a flint and steel to make the furnace work, right click the furnace with the flint and steel to make it work

basically in short, i'm trying to start a playthrough with friends and maybe have it factions based, but i was thinking about how we keep speed running it and it dying out so quickly so, i was curious if i could at all find a way to make things slow down so to speak?
i've played minecraft for years upon years so i've concluded that making the sight range of mobs bigger to be super helpful because it will cause a lot of slowing down so too speak, that or zombies awareness, so that will make progressing through caves and the like quicker but how would one make it a bit more slower than that so they can't speed run the end dragon in 3 days- xDDD

You could incorporate a completely alternative route that forcibly replaces a current mechanic in basegame MC.
Terrafirma does something with the mining system and smelting that completely changes how you go about your early and midgame play
for mining it completely removes all ores in the game and then adds ore viens, which are subtley both hard and easy to find, comes in massive quantities, and prevents strip-mining by way of cave-ins.
for smelting, early game is just putting ore in jars. placing said jars in holes in the dirt, then filling and burning the hole for a lengthy period of time, and as soon as it is done you have to actively refine/finish the process before the melted ore cools down into unsuable metal that would need to be reheated to be used again

CF is safe. All files uploaded go through malware scans.
Safe places to get mods would be CF, or the devs official sites. Try to avoid sites like 9mineraft or other re-upload sites that dont check with devs first.

Mods not so much, java itself is more a target. Tho if anything ever comes up. Weither its a dev with malicious content (that somehow slipped by) or an exploit found in java. CF and the community is usually pretty quick at shutting that down.

thiere is a certain ballance to the game and when running a server it can sevearly limmit the amount of mods used so the real decision to be made is it small enough for multiplayer or large enough for a single player instance?and when I say that you can still usualy do multiplayer on the larger ones if you use a lan line,but servers will always be limmitted
