A thought occurs:
Any tool that causes heating effects in water should still act on chunklets.
Consider a chunklet of 1000kg iron, and 3000kg water. uW'ing the chunklet should still heat the material such that water would vaporize, and leave the chunklet.
Now, if this were implemented, I could feasibly see some ppl complaining that they aren't getting the water content they expect for refilling, or that physics aren't acting on the chunklets as expected, because vaporized water would provide some amount of thrust in random directions. But, that doesn't matter. For reasons.
