Hermes and Rien were the primary hand that initiated a lot of the things that happened in Canto 9, which begs some questions. Why would the Will of the Prescript go out of its way to initiate all of this, and most likely ensure the outcome we reached?
To answer this question we'll consider the Gods of the City and their purpose. According to the Ruina artbook, they are the gathered desires of the people of the City manifest - the desire for direction, for example, is where the Prescripts in general come from. So what is it that the people of the City desire? My answer is simple: to avoid extinction.
The Will of the Prescript ensured we'd succeed, by engineering the LC HQ raid and the subsequent attack on the House of Spiders, making sure that we would gain our Golden Bough and develop Ryoshu, because our purpose in its grand design is to ultimately prevent the death of the City and/or a second Smoke War, so it needs us to succeed. Hence Rien being able to orchestrate all of this, hence Rien getting messaged by Dias and welcomed in to attack LC HQ, hence our ultimate success.
