Her Redness coming back isn't an instant 'she controls the entire realm without issues' but it does mean that all of a sudden a lot of the biggest threats are now a lot more coordinated and the various people plotting civil war stuff need to make a call on 'Take a shot for the throne' or 'Shut the hell up'.
Less 'Full Marching Demon Armies' and more 'Her Redness working with The Shadow the Yozi to install compromised agents places'. Gives the sids something to do beyond get killed as they're rooting out infiltration and trying to work out the source of it (Make it very clear that nobody knows that Her Redness is working with TED in-universe) etc.
The realm already uses large groups of demons to fight things. That's called 'Being A Sorcerer'.
