these are controlled by the Head, comprised of the A, B, and C corps, which very deliberately obscure themselves, their rules, and their capabilities to make their control opaque and terrifying

but generally the vast scale of the setting is mostly just a backdrop
a couple of the important notes here are control over firearms and definitions of "human"
also all the trains drive you insane over ten thousand years of Event Horizon and then they scrape you off the walls after the fact
guns exist, but the Head only allows one corp to manufacture bullets, and enforces astronomically high prices on those bullets
they want killing to be very easy, but they want that kind of ease to be inaccessible to the poor
and they have a lot of weird esoteric philosophical definitions of humanity, and ways people diverge from it
there's also a bunch of other stipulations, like how bullets aren't allowed to pierce walls
human-shaped machines are a heresy, and if you have specifically mechanical augments they have to be obviously mechanical
they also have really oblique rules on how and why you can clone yourself
that i won't get into but also tie into that weirdness
note: literally anything else is fine, you can give yourself superstrength through like, integrated meshes or Woke Laser Red Eyes that do nebulous magic bullshit
you can have magic tattoos that give you all sorts of power
it's specifically machines
and the blending of robotics and humanity
parts of this are extremely pertinent to both of the first two games

Playing about with something for Wanderers based on how very 'oh yeah, here are cool forms your raksha can pick up' 2e fae were and also the fact we have a keyword for mutually exclusive forms.
New Keyword: Form(Assumption)
Imbued with the power of the wyld, Wanderers draw deeply upon stories. Assumptions are the pinnacle of this power, the ability to step into a role so completely that it becomes a physical part of oneself. Assumptions are treated as forms (For not even a Wanderer can easily take on the aspect of both a Centipede and a Raging Tempest simultaneously) with the following differences:
• Assumptions are overt and cannot be hidden, involving physical transformations and glamourous miens.
• A character in an assumption treats all damage from Iron as Aggravated Damage, her Wyld soul boiling at its touch.
• Each assumption has one or more Core Intimacies. While in the assumption, the Wanderer is considered to have those intimacies for good or for ill. These intimacies cannot be weakened or altered by any means.
• Some charms specifically refer to assumptions. These charms will not affect more conventional forms.

It's in part on a bit of a meta level to make 'Oh, I really want at least one martial art' less of a thing as an attribute-based exalt, yeah.
As even if you mostly use in-case charms, having 'a good form' is something that everyone likes from martial arts.

And oddly enough, the 'traveling places in the wyld' rules were perhaps some of the best travel rules exalted ever had.
Where you basicly set up waypoints, which were 'here is an Interesting Thing' and it was about going waypoint to waypoint rather than tracking precise distances.
So it would be 'between town 1 and town 2 is the Big Spooky Forest, which is gunna be some rolls to overcome'

Prerequisites: Divergent Paths
The Wanderer drops a runed stone, breadcrumb or twinkling gem, marking a place in her memory she can always return to.
The Wanderer familiarises her with current location over the course of a minute, creating a mystical waypoint she can return to. This waypoint hangs in the air (or in the water, on the ground, etc.). It’s visible but immaterial and remains in place for one hour. The waypoint immediately dissipates if the Wanderer moves more than a mile away from it. Characters capable of striking dematerialized targets can destroy the Waypoint with a difficulty 2 gambit against Defense 1. The Wanderer can have a number of Waypoints equal to (Wits/2, rounded up), with additional ones created resulting in a previous one of the Wanderer's choice being lost.
Alternatively, this charm lets her pull herself through space, immediately teleporting back to a Waypoint of her choice, dissipating that Waypoint. When used this way, the Charm’s Willpower cost is waived. If used during combat, it requires a difficulty 4 (Wits + Athletics, Ride, or Survival) roll, suffering a penalty equal to the number of nontrivial enemies within medium range of her; if she’s in a battle group’s space, she also suffers a penalty equal to its Size.
Keys:
Hidden Fairy Fort: The Waypoint becomes near imperceivable, requiring a (Perception + Awareness) roll at a difficulty equal to the Wanderer's (Wits + Essence) to notice.
Deep Rooted Paths(Essence 2): Waypoints created this way last one Story and allow the Wanderer to travel up to ten miles from them before they dissipate. Waypoints created within the Wyld (Including Bordermarches) are even more enduring, allowing the Wanderer to be up to (Essence) times as far away as normal before dissipating.
Elf Ring Portal(Essence 3): The Wanderer can also use this charm to link her current location to that of a Waypoint or to link the location of two Waypoints, creating a stable passage. As long as the Waypoints remains intact, any character can pass between the two locations as if walking through an open doorway. The Wanderer may end this effect as a Simple action, dissipating all linked Waypoints.
Paths That Predate Creation(Deep Rooted Paths, Essence 5): Waypoints are permanent until used and do not dissipate regardless of your distance from them. You may even maintain Waypoints in different planes of reality, though attempting to leave or enter Malfeas via a Waypoint or Elf Ring Portal will take five days of travel along the Wyld paths instead of being instantaneous.
Where you Make Waypoints and can travel to them
I suggest looking at the higher-Essence, anti-BG evocations from The Burning Branch, in Arms. There’s some cool tech and examples of what kinda bs can be gotten up to

so at E1 it's nice and at E5 it's "dirt cheap full excellency decisive, go"

It feels worth mentioning that 5 dot artifacts tend to have very large or flashy effects from the start. While Gorgon has tuning issues that can make it feel underwhelming in play, because it takes too long to build up, I generally think locating the direct damage bonuses in the attunement bonus so the Evocations can be big picture is good.
I think Radiance, the 5 dot orichalcum beamklave in Alchemicals, is also a good thing to reference here potentially for power.
this is fair, i really like the way wakefulness works and keeping it in-baked might be better in the long run, but i wanted to make more ways to play with and care about how awake the sword is rather than just feeling kind of languishing at lower wakefulnesses and hoping there are enough guys Present to build up to Full
I love Radiance. It's got such a fun vibe with the 'Turning my beliefs into direct power'.
Letting Evocations be gated behind Wakefulness/vary depending on Wakefulness is fine, I think
i'll take a peek at Radiance and probably roll wakefulness back into the main traits of the weapon, i can probably come up with enough little gimmick effects to go "Use this and it changes depending on Wakefulness" as a cute little combat trick for the first charm
the one 5* I've properly written so far has a fun attunement bonus of when you aim it counts as aiming twice. subtle but very powerful considering aiming accuracy is non-charm
there is a weird thing with Evocations where the biggest artifacts generally (generally) trend towards having big flashy effects that either target multiple people or reshape the battlefield, and then the 3dots have small nickle and dime combat bonuses, but actually the second type are generally more useful from an optimisation perspective lol
20mote, 1 wp nuke that requires you to be at 15+ init gets beaten out by Voltspindle going 'oh yeah, have a passive few points of damage'

Like they're not going to be worthless there. Everyone needs to hit things.
But it's not going to be a real standout part of strength.
But 'has a strength excellency' covers a multitude of sins in terms of 'will that guy get hurt'.
They do get a fair bit of gambit support though. Wanderers are kinda incentivised to bully the other guy by tripping him, knocking his weapon away or distracting him a lot.
They get a disarm support charm that lets them disarm unarmed and natural weapons. The target don't actually lose the weapon but they can't use it until they spend a misc action going 'Oww, oww, my hands' and rubbing their wrists.
And a Ranged Grapple in Charisma with a Hypnotic Gaze like a Cockatrice.
...also: Kinda surprised that 'make a feat of demolition to Oh Yeah through a wall' isn't a more common effect.

part of the reason i think briar went for desisive is that so much of Gorgon (our starting point) cares mechanically about Desicive hits as the Way It Has To Scale Its Gimmick
yeah, the big meaty Kill You Instantly Machine artifact 5s are all super cool
It's not like it being a decisive is a problem at all, that's pretty normal, it's the huge list of extra upgrades it gets when "do an AOE attack" is already E2 charmtech with WP costs

When the Black Blade inflicts decisive damage or deals Magnitude damage to a battle group, 9s and 10s that exceed the current Wakefulness rating raise the Wakefulness a step. Add the current Wakefulness of The Black Blade as automatic success on Withering attacks. The wielder of the Black Blade may spend a Willpower as a reflexive action or as part of a Join Battle if the Black Blade’s eye is Closed to rouse it from slumber and raising its Wakefulness to Slitted. If the wielder is resonant with the Black Blade, the first time in a combat scene they would flare to Iconic Anima, the Blade’s Wakefulness raises one step.
so assuming bh is working her ass off and getting No Desicive swings she can get to at least Half-Open if she's Spending Large

Second one is a black blade flavoured Searing Edge Attack so nothing wrong with that assuming you have to land the hit first. First one is obviously pretty heavily dependent on what the other stuff does but I'm not sure you need four big withering damage boosters

part of it is i do want the different levels of the sword to like, matter and change a little bit about how she Does Stuff

You've already got 5 for artifact sword, up to 5 from abyssal melee, (woke) autosux from the attunement bonus and then searing edge attack for (woke) init deletion, I genuinely don't think you need any more boosts to that in resonant effects
