It's a scale used specifically for recommending Anime rather than objectively ranking it- WAS for shrot. Basically:

Weeb: How much Japanese Cultural knowledge does this show expect you to have?
Ass: How much fanservice is there?
Shit: How much weird or dumb stuff happens? (sometimes it's a measure of actual quality but it depends)

Depending on who you are a High Weeb rating can either be a green or red flag, sometimes you have a middling tolerance for the Ass scale or none at all, some folks exclusively seek out things with high levels of Shit (or Bullshit for long), etc. Some people seek or avoid different things in anime and this scale covers the general "icks" or "hell yeahs"
