Years have passed and xcom has gone from a congamoration of multiple countries fundinngg to repel alien invaders, to a global resistance to repel the alien invaders to a global peacekeeping force... XCOM didn't just genocide everyone, and they couldn't just pack their bags and go home so they stayed. Chimera squad is specifically an experimental and elite task force of these peacekeepers which are experimenting working with aleins and diving into why there is so much civil unrest in the new cities that have formed since the conflict. The goal is no longer anti aliens because we shouldn't genocide them and we can't just kick them out
Hell, one of the factions is just a group of aliens who want to go home at any means possible

- Player understanding of what they're capable of
- How dire the situation is
A player may be new and not understand their options... Therefore it takes time.
A player may be experienced and knows their options... Therefor it may take time to decide which is the most important for the situation
If the situation isn't dire... Then they just do it... If the situation is dire they may want to deliberate further and choose which is the best
I have found, the harder the sitrep. The longer the turns take... Not just because there are more enemies, but because the players need to react and choose which and how they're dealing with them
And it also depends on the builds... A caliban with a knockback shotgun may be easier to use thann a caliban with a knockback grenade and inflicitng knockback 1 onto 12 targets across 2 actions
And the time between turns can increase as people discuss and plan a lot

with some rewriting, [CH1 spoiler] ||Denial of Service|| might make for a better, or at least more interesting, combat scene for a one shot.
the first combat of act 1 is more so a warm up more than anything.
plus ||denial of service|| has more interesting characters in case your group likes to RP mid combat
