Scene nobs contain scene condition + distance condition
On client 1, scene nobs are enabled. When client 2 joins server (Remote connection started for Id X), client 1 can't see scene nobs anymore. After client 2 player is spawned in scene, scene nobs are enabled again.
Removing the distance condition from observer manager eliminates the issue.
Reproducible with FN 2.3.14, 2.5.1, 2.5.2
