It can . Basically if there's 5-6 pokestop in a s17 cell . One of them turns into a gym but the requirement(5-6 p stops) only counts as one per cell (so even if there are 3 stops in a S2 cell it counts as only one) but u can create there no problem

Why was my nomination denied after I explicitly said it was a permanent community painting and it has been there for a long time and it got denied because it’s not permanent, and also got denied because of the name and I made a cool and nice acronym which was “Summer Painting” instead of the full name and it’s an acronym I used to make it short and nice.

I sent the appeal it meets the rest of the criteria.

Well if it’s on private residential property you have to speak with him/her to even nominate it as a pokestop and also get the permission to make it a way stop.

If it’s not then you still have to get permission to confirm with the owner that it is permanent and staying there otherwise it could not be tangible.

Nominates someone for what? I'm not sure it works that way.
Any player meeting criteria can propose new waypoints, and assist with reviews of existing waypoints and proposed ones.
Once you've earned 100 "wayfarer agreements" (a majority of others agree with your suggested changes) you can fasttrack one of your new wayspot proposals, otherwise they're put into the queue for the wayfarer community to review.

If your nominations get rejected, it's because you're not properly following the acceptance/rejection criteria and content guidelines

How to enter Wayfarer
Many people want to be able to review Pokestop nominations and have more insight on their own nominations. This can be done on https://wayfarer.nianticlabs.com/ , but how do you enter the program easily?

To be eligible to nominate or review Pokestops you have to be at least level 37 in Pokémon Go or level 10 in Ingress
When you enter the website you have to log in with your Google or Facebook account that is linked to your Pokémon Go or Ingress account.

If you want to review Pokestop nominations you have to take a test so Niantic can verify that you are a good reviewer. If you fail this test you can try it again at a later time.

It might be a bit against the way you should work, but i had a couple rejected then started reviewing them. That means you get a 'boost' after 100 correct reviews, but also you start to see other peoples submissions to get an idea what to say/not to say in your own submissions.

If your cafe is on google maps street view it will massively help, if its a post office it will hinder (people will think its a PO!)

1. How long it takes for something to get out of voting differs greatly depending on where the nomination was made, due to factors like reviewer, nominations and wayspot density. In some cases it can only take 2 days but there are nominations that take years. A few weeks to a few months is average nowadays in my experience.

2. No, not that I know of. But Niantic handles placing the sponsored locations themselves and they should not by nominated by players

I only suggested because my local bank is a gym. And it’s also a generic bank, but the building was visually unique and had cultural significance.

Depends on whether you are nominating an information sign of the field or the actual field itself. If the field is locked off, or has no safe way to access to your nomination point, then it would be better on the side, maybe towards the entrance if it has one.
