From the times 2pm to 5pm a bunch of the featured Pokemon spawn and have a shiny rate of 1/25. You can spin stops that give researcher for balls and encounters with the featured Pokemon with the higher shiny rate. When evolving the featured Pokemon to there highest form they will learn a featured legacy move that is often better than the other moves they have. The final stage evo always has one but sometimes the middle evo can get one as well.
