Keep in mind, pokemon that were with you from a lower lv can still be controlled even if they pass the required lv, it new pokemons above that you catch will not lesson to you, so yeah you can rise yr starter "let's say" to lv100 and it will always lesson to you

Yes because it’s basically silver with some crystal elements. Like instead of having to hunt all 3 beasts like in gold and silver, you hunt for raikou and entei and you encounter suicune on route 25

But if you don’t catch suicune there you can battle the elite four again and go to the burned tower to see suicune waiting for you

And plus you can still get lugia before the 8th gym and get ho-oh from the old man in pewter city giving you the rainbow wing like in the original silver

Instead of getting the rainbow/silver wing after defeating team rocket in the radio tower, you get the clear bell which if you go to the tin tower in ecruteak city, you can catch suicune there

But one thing that is different is that because it was made for the gbc, kanto got very compressed compared to hgss, for example cerulean city plays pewter/viridian/saffron city’s theme, fuchsia city plays celadon city’s theme, route 24 and 25 play the route 3 theme, cinnabar island plays the pewter city theme, and viridian forest doesn’t exist and instead is a tree maze merged with route 2
