There's two ways to measure how good a mon is: CP and level. Master League is capped by level, 40/50 depending on league, so a 15/15/15 is always better. The others are capped by CP (500/1500/2500).

Basically, attack IVs are "worth more" CP, so if you have a low attack IV you can squeeze in more levels. This means you'll have a higher defence and HP, while having approximately the same attack. The difference can be quite drastic in some pokemon.
