No, during Global Go Fest everyone will get a special research which will reward 1 meteorite. If you want a second meteorite (so a second Rayquaza with Dragon Ascent and the ability to mega evolve), you can pay the 14.99 ticket.

When you get into the raid you need to add the host, then when the host has received all friend requests and everyone is ready they use the /go command then you go in game and wait for the invite

If you buy the Osaka/NYC/London Go Fest Pass, you will get the chance to raid Mega Rayquaza before Global Go Fest and get Mega energy; however I think this only applies to in-person raids, not remote raids.

You sure you cannot raid it a couple of times? Mega Rayquaza will appear in raids on August 27th (all day long), odds are it only will require 5 battles to obtain enough mega energy.

Ah, it looks like they've found a way to gate mega evolutions all the same, even if I got energy from a ticket, without being there, I wouldn't get meteorites
Unlike other Mega-Evolving Pokémon, Rayquaza can’t Mega Evolve with Mega Energy alone. Trainers hoping to Mega Evolve their Rayquaza will need to teach it the Charged Attack Dragon Ascent first!
Dragon Ascent can only be learned by using a new item: Meteorites!
