Yes and no. It's normally 5 but you can jump out and invite a second batch of 4 (remote) or 5 (in-person).

There’s a drop down menu that pops up when you start typing /kick, then you need to select it, then type @ and all the users in the lobby should pop up to be selected

and one more question, why people don't want to raid dilaga so often
It’s been out for a while, so participation has cooled off. Happens with almost every raid. First 3 days are the best then it cools off. You can try the /more command. Might take a bit longer to create a full lobby.
So make sure there’s plenty of time to organize a lobby.

there's a sign up button when the raid is first posted in the channel; you just have to click & hope you're randomly chosen to be in it. if you are, it'll open up the chat for that raid; if not, just keep trying to join new ones. 🙂
