In leagues where there is a cp limit, you want higher defense and hp because attack has a bigger impact on cp. This means a 0/15/15 compared to a 15/15/15 will be able to last longer in battle and do more damage overall.

You can see the difference here, it's small but sometimes it's the difference between winning and losing.
