Yes they are rarer as you can only get them from the wild whereas you can get hundos many number of ways such as raids, eggs, research where the minimum IVs is 10/10/10

Finally got to mega evolve my Gardevoir! Started playing again after a long time back in like, March, and have been waiting to get her that mega energy all year lol. Next gold cap they drop (whenever that is) already gots her name on it lol. It's like the game is dropping all my favorites on the week of my bday or something lol (here's hoping I get a shiny dunsparce in that upcoming event). Also got my first ever Indeedee today and it was shiny, first time I ever got a shiny before getting a normal version of a pokemon!
