IV's for PvP are weird when it comes to leagues with CP caps(GL/UL). Attack IV's are the largest contributor to a pokemons overall CP. So lets say I have a mon with max attack and a mon with 0 attack and we're trying to get a mon for UL(2500 CP cap).
I can power up the 0 attack mon more times because its attack IV's are lower meaning each power up will not increase its CP as much as the max attack's power ups would.
Therefore my mon with 0 attack would be a higher level than the max attack mon while still staying under the 2500 cap. That is why for any league with a CP cap. Mons with 0 attack are ideal. Also Mantine is not really meta relevant in the main 3 leagues
