They are only found in 6-card packs (which happen about 8% of the time), and are baby Pokemon. They have no attack cost, no weaknesses, and no retreat cost. The sparkles are there to tell you that it’s a rare happenstance.

Yeah, that’s what it was about. If I recall correctly, the artist they commissioned got exposed for tracing someone else’s Ho-oh artwork and using it for the immersive, so they took both the Ho-oh and Lugia immersives down and are remaking them.
