for HCC it has 33%, but in arena it feels like way lower, you only land like 3-4 attacks before the dragon die, and most of the time it doesnt crit

This how it should work:
33% means like every 3 attack one has to be crit, like this ❌> ✅ > ❌
these are the scenarios:
1- attack no crit❌ > chance increased to 50%(out of 3 attacks, one no crit, means 2 attack lefts) > Attack no crit ❌ > chance increased to 100% > Attack crit ✅ > chance reset to 33%
2- attack no crit❌ > chance increased to 50% > Attack crit ✅ > chance reset to 33%
3- whenever the skill get activated, it resets and goes through the same scenarios

and do the same for karma, this not buffing the dragons, but just making their skills consistent to their %

I think that these % buffs you mention for HCC (or similar chances) are already applied for your Opponents' Teams, but the crit chance for you is lower when you have HCC on your own team.

I believe this is the same phenomenon that we've had with the Karmas for a long time. My personal experience as well as a lot of other peoples' has been that the Karma on your own team Dodges a lot less than the Karma on the enemy team does.

If someone was to do statistical analysis on this, I believe that the data would show this reality, as has been proven for Rigged Stickers in the past for example.
