+16 isn't even that high of a level to achieve
a +16 is worth 3484 points (+1 is worth 1 point for reference)
a +21 is worth 12049 points and most people have at least one of these by the time they reach green difficulty anyway
double enchants are designed to be used in Green difficulty so it's scaled to unlock around that level of play, not sooner

for the average player it takes about a month or two to get a +16
a power player can likely do it in about a week
even super casual shouldn't take more than 6 months with light play
