The video shows it fairly well. Basically claiming the reward but not finishing the quest so I can repeat it.
It's a relatively meager reward, I don't know that it would be a cost effective farm in the late game but if such a bug existed here's it's plausible that other quests may have a similar issue.

Imagine doing this 12k times to farm a +21
