Hey, I totally understand you. Even if the server isn't overloaded, you may experience lag due to your internet connection or things that cause lag in the nature of Minecraft. A mod/plugin for optimization may help reduce your problem.

the lags are not really fixed… i think its better but when we fight mobs they are still lagging

All i see is that the CPU is one of the worst for Minecraft server, you have how many mods also

As minecraft run in single thread, it need powerful cpu at single threading + high frequency which is not the case of Xeon
And its more true with the latest versions of Minecraft who need more ressources
Lthium mod fixed the Lags….
