@high oriole I would suggest the one with default specs + 1 additional GB of RAM and if you find it's not enough for you then you can upgrade at any time

As I said, you can try and upgrade at any time, if you decide to upgrade, you just pay additional price for the components

Well a gameserver would make it really easy to setup. Although if you are planning to expand the server further, gameserver's have an additional fee for slots.
Meanwhile a VPS/RootServer will take some more knowledge to setup, and it's also cheaper for bigger servers.
You could also run a website or Discord Bot for example on an VPS, which you cannot on a gameserver.

I recommend choosing/installing txAdmin to make the management easier.

And you are able to install a gameserver interface on the VPS, which makes installing the FiveM server even easier
