Go in the server.cfg and look for sv_maxclients and Set it to 48 and restart

Do you use your own license key?

I believe that a license key is only required when it's 48+ slots, therefore it shouldn't be required for only 48 slots.

I would say booked slot limit, but he does have a dedicated server, so that's not the issue.
