Still nothing has been set up, paid 40 AUD for a 30 day server and I have opened a ticket 7 hours ago, sent an email, and patiently waited, I can't access the live chat or anything, also being told they don't offer refunds?

Hey, unfortunately it can sometimes take longer until a server is finally online. But here on the discord you won't get any help regarding this, as the discord support is not official and only for community problems where we can really help (like game issues and stuff). I would recommend just waiting for an answer on the ticket you opened. I can understand that it's frustrating to have to wait so long, but we can't fix this here.
