regarding to Ip change you would have to contact the support via ticket. We can't do that here on Discord.
Reinstalling is something you can do by yourself on the dashboard.

Well, I'm not sure if you can change webspace server location after renting it. You can check that when you navigate to "up & downgrade"
If you can change the location, it would also change your Ip adress

Hold on, I just checked and there is no option to choose a location for webspace.
And yes you should be able to get your data from old hosting.

I don't have any experience how a webspace works, but I think that you would need to transfer your data yourself.
