Also before I upgraded to 32 gigs I was running my FiveM server at like 3 gigs total?

If it won't drop after a while and you have nothing running I would suggest you to contact the support.
Oh, that's way too long. It should drop after 1-2 hours. Go ahead and let the Zap team look at it.
Zap-Hosting uses "balooning" basically its normal that ram usage can be displayed wrong, if your server requests more ram it gets it.

ballooning can still be responsible for that
All my servers resources usage drops after 1-2h after restart tho.

This would be a matter of Memory Ballooning
It can happen at any time for any period and also happens on rootservers and vps’s
Your system shares resources to other customers (which is whats being displayed) if your not using it. The host does this to help balance the load on the system for all customers.

That is infact incorrect the system is virtualised in a way to when you need to be using all 32gb of ram you will be given it as its part of a memory share thats set by proxmox.
In short you have what you paid for until you need to actually use it all it gets shared to customers
Thats what every large scale vps/rootserver host does
If you like you can report this in ticket and ask to be moved to a different system to where it may be quiter? However its not guarenteed. If your looking for full resources to be privatised (ram,cpu,network) the only way is to purchase a dedicated server since they are then fully dedicated to yourself ans nobody else.
