I would recommend to research about the scripts which you are using based on resource usage.

Even though i'm just starting in the fivem server community, from my minecraft admin experience, I think incognito assumes right. If the scripts that you downloaded/bought, aren't really optimized, and that you have, let's assume, 30 scripts that aren't optimize. Well it's quite logical that your server isn't able to keep up. Plus if those ressources that aren't optimized are often called by the players. It's even more logical for your server to be in this situation.

Maybe try to rewrite the ressources you found, (if possible), or try other ressources, and preferrably, trusted ressources.
